Pursuant to the instructions of His Excellency the Governor conveyed to us in your Letter of the 20th of April last, the undersigned members of the Board appointed to report upon the state and condition of the Jails and the additions and improvements necessary to be made thereto to secure the health and accommodation of the prisoners, have this day met at the Jails accompanied by the Colonial Surgeon and the Surveyor General. After a careful examination of the respective Jails with the assistance of the Colonial Surgeon
